Security and licensing

Binance operates through a patchwork of regional entities rather than a single global license: Dubai's VARA (Binance FZE, licence VL/24/04/001), Abu Dhabi's ADGM/FSRA (the Nest Exchange, Nest Trading, and Nest Clearing and Custody entities), and Japan's JFSA (Binance Japan Inc., Kanto Local Finance Bureau registration No. 00031) are its clearest regulatory footholds. It does not hold a MiCA license in the European Union, and in 2026 it began telling users in several EU countries that it would stop serving them after missing the bloc's licensing deadline, with talks ongoing in France.
